Educational Credit for Exceptional Needs Children (ECENC) - South Carolina’s Private School Tax Credit Program for “Special Needs” Children.
On June 25th, 2013, Governor Nikki Haley signed into law the Educational Credit for Exceptional Needs Children (ECENC). This legislation permits South Carolina taxpayers to donate (or in other words, “redirect”) up to 60% of their state income tax liability to benefit K-12 special needs scholarship grants. Individual and corporate taxpayers may claim not only a charitable deduction on their Federal tax return, but also receive a 100% “dollar-for-dollar” tax credit on their South Carolina income tax return.
The State of South Carolina has allocated up to $10 million to fund this program. However, South Carolina taxpayers must actively support the program by “redirecting” their taxes as soon as possible.
Exceptional SC is the new face of the ECENC program in South Carolina. It is charged with raising donations and awarding scholarship grants to eligible children at Mason Prep and other approved private schools in our state. Although donors cannot designate the individual child or Mason Prep specifically as the beneficiary of your donation, 98% of all donations to Exceptional SC will benefit this program, and in turn Mason Prep and its children and families.
How to Participate in the Tax Credit Program:
Paperless – It’s Fast and Easy!
Donate online using a credit card or electronic check. Exceptional SC will notify the South Carolina Department of Revenue (SCDOR), who will then confirm your donation. The information submitted for the donor must match the information on your South Carolina income tax return.
Mail your paper check along with a completed Exceptional SC Donation Form to: Exceptional SC, P.O. Box 211847, Columbia, SC 29221. Information from the Exceptional SC Donation Form will be sent to the SCDOR, who will then confirm your tax credit.
Your participation in the Educational Credit for Exceptional Needs Children (ECENC) is not considered a donation to Mason Prep but rather a redirection of tax liability already owed to the state of South Carolina. Although donors will be recognized for their contribution (by either name only, name and amount, or anonymously as you decide), we hope you will continue to support Mason Prep’s Annual Fund to help the school meet its other financial operating needs.
